Covered California

Affordable Care Act, popularly known to most as Obamacare, was established in 2010 and took the final shape in 2012. 

Under this Act, an Insurance Marketplace was founded called Covered California, to help eligible individual and small businesses to purchase private health insurance at subsidized rates. 

Outside of California, the Covered California is replaced by HealthCare.gov.

Besides the legal status of the applicants, it also depends of the financial status of the applicants and the number of people in the household. 

Covered California therefore is not in insurance carrier but a medium to get the private insurance with a reduced premium if one qualifies for it.
